Get the list of webhooks for a team for a specific API version - V2, V3 or ALL. The user can supply a list of team IDs and will receive a list of webhooks for each team they have access to. If the user supplies an empty list of team IDs, the user will receive a list of webhooks for all teams the user has access to.
